-Basic history so far
In this world anthros exist in all shapes and forms. There used to be human empires but according to the histories they vanished several thousand years ago leaving their dissidents to repopulate the world and spread.
The world was divided into therr major powers the Vannos republic, The kingdom of Teyr, and the Dragana empire.
They created a new world in which airships now exist, magic is prevalent, along with some forms of advanced technology (mainly the Vannos, (guns)) The world has been now engaged in many bloody civil wars over a special material that enhances the powers of magic and valued by all.

General info on magic
(Mineral (needs name)) This crystal is special in that it helps tun a person to the sensation and power of arcan power. This matieral can enhance a spell and make it more potent than normal. This material can also sometimes generate the energy needed to cast spells more efficiently.
magic- is based on the idea of partial energy exchange. (basic idea is if you can do it, magic will work as if you did it yourself.) However the more complex a spell the more energy is required because it becomes less effective the more complex it gets. (Creating a fire ball that explodes is dangerous because you need to create the energy for the flames and then you need to ad the energy to create the explosion.)
There are different types of spell casters
mages-self explanitory (general practictioners of magic)
Navigators- special spell casters who control airships. They don't pilot them but they do control the altitudes, speed, and direction of the airship, by adjusting the levitation enhancement on the ship. This also extends to take off and landing.
Rouges- rouge magicians trained outside the mages guild. often hunted for fear of abuse of magic, or using taboos.
Taboos of magic
Necromancy- its disgusting and against the order of life
Blood Magic- powerfull but vile, often leads to corruption because of abuse, thus it is considered taboo.
Binding (Spirits)- forcefully binding spirits or beings by magic into objects ect. This is considered unholy and against the natural order of things and exessively cruel.
Human transmutation/Ressurection- can't be done and those who have tried have died or been severly scared for the rest of thier short lives after.
Dark Magic- Creating spells that are cruel or down right unatural and evil in every sense of the word.

Vannos Republic
A mixed coalition of anthros who live together in an ever changing political system. It is very much like the united states in organization, however it is one of the most advanced cultures though they have very few spell casters.

Dragana empire
A very strangely organized government, that is ruled by a warrior cheiften refered to as the dragon emperor. Before The dragana were ever a major power they started as a series of tribes 180 roaming desert dwellers. However one warrior cheiften united them together 500 years ago and created what is now the Dragana empire.
the government is seperate from the military completely.

Local gov Trooops
There are many laws in place that prevent the disbanding or coup of the emperor and the royal family. The main law being that no government official may be allowed to command any military or private army.
There are other laws like all male citizens are required to serve in the military. (unless other circumstances dictate otherwise (spell casters/mages)
The military is separate from the government and only answerable to the Emperor or their superior officers.
Offices are to be held by men unless they die or can't fulfill their office then the spouse is required to fill the rest of their term.
The empire is dominated primarily by lizards and other reptiles. Though other antrhos are common.

Kingdom of Teyr
A small nation set up in the basic form of a monarchy, this nation was well known for producing spell casters of outstanding skill. This nation was primarily dominated by Feline species of anthros.

Other factions
Navigators Federation-
the main guild of navigators. They are independent and in essence control ALL airship trade and traffic.
Assassin's guild
A Semi-official guild of assassin's they primarily operate the underground economy. Their primary goal is to root out blatant corruption in all factions. They do have influence akin to spies and can often evade punishment if caught. There are rare times when they are called to official writs of assassination by the governments.
Mage's Guild
The official mage's guild, their main goal is to instruct promising magicians to control their power responsibly. They do so by striping all titles from an apprentice and train them at a relatively young age to become spell casters. Mages are tightly controlled by school through special rituals that help stop rouges and those who use taboos.
Templari Incarnum
An independent guild of highly religious Mage Slayers who watch over mages. They primarily fear that mages can't help thier power and they take it upon themselves to protect the world from the mages because even the mages guild isn't perfect. Their job is to enforce the laws of order and execute those who don't follow the laws set by the mages or who practice the forbidden taboos.
